Carney Mehr

FOUNDER & PRINCIPAL ATTORNEY

Kendra Carney Mehr is a highly experienced land use and zoning attorney who exclusively advises and litigates on behalf of private clients and public agencies in California to develop and modify real property. For more than 15 years, Kendra has worked with real property owners, business property users, and developers to overcome property obstacles and collaborate with regulatory agencies to obtain approvals and entitlements. She gained invaluable experience while serving as both an in-house and contract city attorney and special counsel to a variety of public agencies advising on public law and land use issues. Through these unique experiences, Kendra has gained the knowledge, perspective, and insight necessary to expertly analyze each project, facilitate the government process, and effectively protect her clients’ rights while securing the best possible solution for their land use issue.

Additionally, while serving public agencies, she advised elected and appointed city, county, and special district officials, zoning and planning commissions, and administrative boards. Kendra has established strong relationships with individuals at relevant public entities, including regional and local environmental agencies, neighborhood associations, and other special interest advocacy groups in order to create allies where it matters most. By building and maintaining these valuable relationships, Kendra has been able to collaborate successfully with government and community entities to aid her in streamlining the process so she can quickly and efficiently achieve the best possible outcomes for her clients. Kendra has extensive experience navigating municipal approval processes, including zoning, use permits, entitlements, development agreements, site development plans, variances, and environmental review, often requiring coordination with multiple agencies. She has also collaborated with state and federal agencies to obtain land swaps, conservation easements, wastewater treatment plan approvals, amendments to administrative permits, and coastal permits.

Kendra works with all local, state, and federal agencies necessary to obtain use and development approvals to maximize her client’s preferred property use and development.
